NEW DELHI, Sept 15 (Reuters) - India should create a regulatory body to classify online games as based on skill or chance, introduce rules to block prohibited formats and take a stricter stance on gambling websites, a government panel said in a report seen by Reuters.

"Savvy Games Group is one part of our ambitious strategy aiming to make Saudi Arabia the ultimate global hub for the games and esports sector by 2030," Crown Prince Mohammed bin Salman said, according to SPA.

Games developers, publishers and distributors were asked whether the deal would affect their bargaining power regarding the terms for selling console and PC games via Microsoft's Xbox and its cloud game streaming service Game Pass.

The questionnaire, with about 100 questions, asked which of the rivals such as Nvidia's GeForce Now, Sony's Playstation, Google Stadia, Amazon Luna and Facebook Gaming could be considered the most attractive following the deal.

BRUSSELS, Oct 6 (Reuters) - EU antitrust regulators are asking games developers whether Microsoft will be incentivised to block rivals' access to "Call of Duty" maker Activision Blizzard's best-selling games, according to an EU document seen by Reuters.

Simply defining games has been contentious. India's Supreme Court says the card game rummy and certain fantasy games are skill-based and legal, but at least one state court classified games such as pkv poker as chance-based, or akin to gambling, which is banned in most states.

Regulators also wanted to know if there would be sufficient alternative suppliers in the market following the deal and also in the event Microsoft decides to make Activision's games exclusively available on its Xbox, its Games Pass and its cloud game streaming services.

They asked if such exclusivity clauses would reinforce Microsoft's Windows operating system versus rivals, and whether the addition of Activision to its PC operating system, cloud computing services and game-related software tools gives it an advantage in the video gaming industry.

Another 20 billion riyals will be invested in mature industry partners who bring expertise to Savvy's portfolio and 2 billion riyals will target industry disruptors "to grow early-stage games and esports companies."

The investments will include 70 billion riyals to take several minority stakes in companies that support Savvy's game development agenda and 50 billion riyals to acquire "a leading game publisher to become a strategic development partner".

The EU competition enforcer also asked if Activision's trove of user data would give the U.S. software giant a competitive advantage in the development, publishing and distribution of computer and console games, the EU document shows.

After receiving suggestions from India's revenue department, the government panel stated that online gaming companies should be required to report any "suspicious transactions" to the government's Financial Intelligence Unit.
